Delhi Winter Action Plan 2026-27: 10 Measures to Curb Pollution From November 1

Delhi Chief Minister Rekha Gupta has announced a 10-point Winter Action Plan for 2026-27, introducing vehicle restrictions, work-from-home rules, construction bans, doubled parking charges and AI monitoring from November 1.

Delhi Chief Minister Rekha Gupta on Tuesday announced the Delhi government's 10-point Winter Action Plan for 2026-27, introducing a series of restrictions and pollution-control measures from November 1 to tackle the sharp deterioration in air quality during the winter season. The plan includes stricter vehicle regulations, work-from-home arrangements, construction restrictions, higher parking charges, road dust control and tighter monitoring of industrial emissions. The restrictions will remain in force until February 28.

The plan will be implemented in coordination with the Centre, the Commission for Air Quality Management (CAQM), the Central Pollution Control Board (CPCB), Delhi Police, Delhi Metro Rail Corporation (DMRC), local bodies and other agencies.

Under the 'No PUC, No Fuel' policy, Delhi will begin checks at 500 petrol pumps equipped with Automatic Number Plate Recognition (ANPR) systems from November 1. The rule, which came into effect on October 1, prohibits refuelling vehicles without a valid Pollution Under Control Certificate (PUCC). Vehicles that have reached the end of their prescribed lifespan will also be denied fuel.

In another major restriction, petrol and diesel vehicles registered outside Delhi that do not comply with Bharat Stage VI (BS-VI) emission standards will be barred from entering the capital from November 1. Compressed natural gas (CNG) and electric vehicles will be exempt from this restriction.

The government will also offer financial incentives under the Parivartan Yojana and EV Policy 2026 to encourage the removal of old vehicles and the adoption of cleaner alternatives.

From November 1, government and private offices in Delhi will be required to make work-from-home arrangements to reduce traffic congestion and vehicle emissions. Under the plan, 50 per cent of employees must work remotely, or offices must arrange work-from-home facilities for two days a week.

Office timings will also be staggered to reduce congestion during peak hours. Municipal Corporation offices will operate from 8.30 am to 5 pm, while Delhi government offices will function from 10 am to 6.30 pm.

The government has proposed a ban on dust-generating demolition activities and outdoor civil construction work between November 1 and January 31. A broader restriction covering all types of construction and demolition activities will be imposed from December 10 to January 20 as part of efforts to control dust pollution.

Construction sites will also be required to maintain 100 per cent CCTV coverage to strengthen the monitoring of pollution-control measures. Registration on the government's 'Malba App' will be mandatory for building-plan approvals.

To discourage private vehicle use, parking charges at authorised parking locations across Delhi will be doubled. Parking facilities operated by the Delhi Metro will be exempt from the increase.

The government has also set a target of increasing daily ridership to 72 lakh passengers on the Delhi Metro and 42 lakh passengers on Delhi Transport Corporation (DTC) buses. Delhi currently has a fleet of 6,840 buses, including 5,088 electric buses.

Road dust control is another major component of the winter plan. The government aims to redevelop 3,000 km of roads, of which work on 1,193 km has already been completed. Concrete roadwork is scheduled to be completed by October 31, while bitumen-related work is expected to finish by November 15.

Members of Parliament (MPs), Members of Legislative Assemblies (MLAs), councillors and designated nodal officers will conduct weekly inspections at 37 identified air-quality and traffic hotspots. The government is also working to make 15 major roads signal-free and congestion-free.

The action plan also calls for stricter enforcement against industrial units violating pollution-control regulations. According to government figures, 2,283 polluting industrial units have been sealed or shut down following surveys at 11,271 locations. Further action will target industries operating without proper pollution-control measures, including those failing to comply with the prescribed rules.

To strengthen enforcement, the government plans to introduce artificial intelligence (AI)-enabled monitoring systems to identify violations of pollution-control regulations.

A total of 334 enforcement teams are working around the clock in two shifts. These include 256 teams from the Municipal Corporation of Delhi, the New Delhi Municipal Council and the Delhi Cantonment Board, along with 78 teams from the Delhi Pollution Control Committee.

The 10-point Winter Action Plan brings together vehicle restrictions, construction controls, workplace measures, public transport targets and industrial enforcement. Its implementation from November 1 will place multiple agencies under a coordinated framework aimed at controlling Delhi's winter pollution through February 28.
